i'm a first time dog owner and my mini schnauzer won't pee or poop

we got her, penny, 24 hours ago and fed her and everything but when we take her outside she won't pee or poop she just whimpers and I don't know if this has anything to do with it but she licks and scaches her butt alot if u know anything about what's happening or if we need to take her to a vet pls help me
