Licking my female lab mix

My un-nuetered male Schnoodle, for the last month or so has been licking my spayed black lab mix and generally won't leave her alone. In the past he has done this only when a neighbors dog is in heat and stops when the heat is over, but she doesn't have any in heat right now. what gives??
