My 2 year old rescue dog wants to always be outside , even in this 95 degree Texas heat. I have to give her Treats to come inside, then she will only stay for about 30 minutes.

Some dogs love to be outside, maybe that is what she was used to before you got her, or maybe she finds the house hot.
Does she seek shade when she is outside, or do you fear that she will suffer from overheating or sunstroke?
If she naturally seeks shade, then she may be OK left to her own devices outside. If not, I'd keep her in during the heat of the day and let her out for as long as possible first thing in the morning and then when it cools off later in the day.
Make sure she is clipped or hand stripped if she is a Schnauzer and that she has air con or a fan if indoors.
