Why does my 10 month old Mini Schnauzer stand over my 14 month old mini Schnauzers head when she is laying down?

If they are friendly, it could be a sign that she wants the other one to play, or it could be that she is trying to assert dominance over the other one.
Either way, I wouldn't worry as long as they get on with each other.
