Why does my mini pee and whine?

Why does my mini Schnauzer, Danke, pee when she sees someone new? Also whine and cry when she sees another dog. She is almost 2 (in July)

She is probably excited at seeing new friends, causing her to pipi.. and this also causes her to whine.. just let her play with the other dog.. providing it's not aggressive.. THEN you must STAY AWAY.. My Rebel always whimpers and gets excited at seeing other NICE dogs .. he also whines.. he is 4 on June 23rd.. as soon as he has said his Hello he's fine..
