Why will my 2 yr old not go outside?

We purchased our mini schnauzer when he was 3-4 months old and had obviously been abused. I have never been able to get him to go outside at all. Not even when I put a harness and lead on him. He just lays down. I can pick him up (which he doesn't like that either) and move him, but he will just lay where ever I put him. Why is he doing this? He is also scared of people and barks at them unless I hold him. Even people he knows.

He looks lovely.
He must have had some great trauma as a puppy. The fact that he will still not go outside at two years old is sad and means it will be hard to Chang him...but not impossible.
Most dogs don't like being picked up, so that is not unusual.
Rather than taking him outside, I would spend time tempting him out with treats and toys and try playing with him out there or some other distraction. You could even try moving his food just outside the door.
